The TXR 1928 form is organized into the following sections:

  1. Why You Need a Home Inspection
    Explains that a home purchase is likely the buyer's largest investment and that a home inspection provides detailed information about the property's condition before the buyer makes a financial commitment.
  2. Be an Informed Buyer
    Clarifies that FHA does not perform inspections and the buyer must arrange one independently. A qualified inspector evaluates the home's physical condition, estimates useful life of systems, and identifies needed repairs. Early inspection allows the contract to be made contingent on results.
  3. What is Included in the Inspection?
    Advises buyers to request the inspector's Standards of Practice or a sample report to understand what the inspection will cover.
  4. How to Find an Inspector
    Provides guidance on finding a qualified home inspector through personal references, real estate professionals, licensing authorities, and professional organizations.
  5. Appraisals are NOT Home Inspections!
    Explicitly distinguishes appraisals from home inspections. An appraisal estimates value for the lender but does not evaluate condition. FHA does not guarantee value or condition and cannot provide post-closing repair funding or repurchase the home.
  6. Radon Gas Testing and Other Health or Safety Issues
    Recommends radon testing per EPA and Surgeon General guidelines, provides the National Radon Information Line number, and advises buyers to ask about additional health and safety tests including mold, air/water quality, asbestos, lead paint, urea formaldehyde insulation, and pest infestations.
