Form Outline

The TXR 1420 form is organized into the following sections:

  1. Header and Property Identification
    Identifies the property address for which this special district disclosure is being provided.
  2. Name of Special District
    Identifies the specific special district by name and notifies the purchaser that the property may be subject to district taxes or assessments.
  3. Tax Rate
    Discloses the current or projected district property tax rate per $100 of assessed valuation. Notes the district may impose an unlimited tax rate for bond payment subject to voter approval.
  4. Assessments
    Discloses the current assessment rate or amount, or the projected assessment if the district has not yet imposed assessments. Three checkbox options cover different assessment scenarios.
  5. Bonds
    Discloses the total amounts of voter-approved bonds and the aggregate principal amounts of bonds issued, broken down by facility type (water/sewer/drainage, roads, parks/recreation, and other).
  6. Standby Fees
    Discloses whether the district has TCEQ approval to impose a standby fee, the amount of the fee, and that unpaid standby fees create a personal obligation and property lien.
  7. Location
    Identifies the district's location relative to a municipality -- either in the extraterritorial jurisdiction (where annexation may occur and the district may be dissolved) or within corporate boundaries (where dual taxation applies).
  8. Strategic Partnership Agreement
    Discloses whether the district has a strategic partnership agreement with a city that may govern future municipal annexation of the district area.
  9. Purpose
    Identifies the types of facilities and services the district provides (water, sewer, drainage, flood control, firefighting, roads, parks/recreation, or other). States that district facility costs are not included in the purchase price.
  10. Signatures
    Requires signatures and dates from both the seller (providing the notice) and the buyer (acknowledging receipt at or before contract execution or at closing).
